APCTA unit condemns assault
ITANAGAR, May 04: Arunachal Pradesh College Teachers’ Association (APCTA), Government College, Bomdila Unit condemned in strongest term the alleged physical assault on some of its members at Dera Natung Govt. College while performing examination duty on May 2.
They were assaulted while trying to stop some examinees from indulging in unfair means, APCTA unit said in a release.
“At a time when the Govt. and intellectuals are advocating for a knowledge society, the teaching community in the state continues to face such embarrassing situation,” the APCTA unit said.
Taking strong exception to the incident, APCTA unit urged the RGU authority as well as the state government to take stern action against the offenders, including debarment from appearing in any university examination.
HBC organizes mass cleanliness drive

Army under scrutiny as young boy loses his life

ITANAGAR, May 04: A young boy lost his life on April 24 at Dabang Tafra neighbourhood of Lohitpur of Lohit district, a Brigade Hqs of Indian Army, when discarded ammunition exploded.
At about 1030 Hrs on April 24 villagers were alarmed to hear the loud roar of powerful
explosions. Although people of the area have grown accustomed to the sound of powerful
munitions fired on the nearby army firing range, they were taken by surprise on this
occasion—an ‘unusual’ non-
What had occurred was in fact a tragedy. It soon emerged that a group of four young boys had gone down to the river to try their luck with some fishing and investigate rumours that a python had been seen here. Along the way they spotted some apparently discarded munitions.
Young Keljang Tamang was playing with the shell when it exploded, tearing his body apart and ending his young life.
This tragic incident has inevitably sharpened local anger at the Indian Army’s use of local land in close proximity to settled villages as a firing range for explosive ordnance.
Since February 9, the armed forces have been conducting a ‘heavy mortar firing competition’ in the face of strong public protest. The area in question is frequently used by residents of the area on their way to their outlying fields. The resentment of the civilian population is all the sharper because the latest tragedy is not the first instance of its kind.
In fact there have been a string of similar incidents resulting in both minor and severe civilian casualties caused by army munitions.
Since 1988, four people have lost their lives while another four have been injured
grievously. Allegations are now being made that the army has strong-
Though there are routine firing competitions, there is little evidence of any proper safety measures in place to safeguard the civilian population. There is an abundance of discarded ordnance scattered in the areas of Chikagam, Balailiang and all along the Dabang riverbank, informed a resident. The firing has also destroyed some orange groves and fields. The absence of adequate security and policing of this defense materiel also raises the danger that criminal or terrorist elements may acquire the munitions that have been so casually disposed of by the armed forces.
Local people complain that past incidents of injuries caused by firing or inadequate disposal of discharged munitions have not been officially recorded as such.
Villagers of the Loiliang area are now demanding justice and have appealed to the authorities to present a permanent solution to avoid further loss of life or injuries to the people of their communities.
The villagers will meet on May 7 to decide the next course of action.
CS for improving healthcare facility at Ziro Dist. Hospital
ITANAGAR, May 04: Chief Secretary Ramesh Negi during his two days whirlwind trip to Ziro town visited district hospital and Advance Landing Ground (ALG). Negi also took out time to visit a homestay at Siiro village. While visiting Ziro district hospital which caters to the need of patients of Kurung Kumey, Upper Subansiri and Lower Subansiri districts, Negi expressed dissatisfaction over poor state of the affairs.
He was briefed by medical officials about the various problems faced by them. The

“This hospital needs special attention as poor people of Kurung Kumey, Upper Subansiri and Lower Subansiri districts depend totally on it for the treatment. They don’t have money to travel outside state for treatment. Therefore we have to make sure that Ziro district hospital is provided with best of the facilities available, so that poor patients do not have to suffer,” stated Negi.
While interacting with the hospital authorities, Negi assured to extend all possible cooperation from his side to improve the facilities in the hospital.
Today, the CS along with deputy commissioner of Lower Subansiri Krishna Mohan Uppu and Dani Sulu, Secretary IPR, Research and Art and Culture visited Advance Landing Ground. Project Manager Anand Srivastava briefed the CS about the progress of work.
On learning to know that ALG is being exclusively constructed for defence purpose only, he exhorted for giving space to civilian aircraft too.
“We need to find out ways to accommodate construction of civilian terminal so that various airlines can start operation which will benefit local people. It will also bring more tourists to Ziro valley. The government of Arunachal will soon write to eastern air command in this regard,” said Negi. He also advised construction agency as well as Lower Subansiri district administration to take confidence of local people in order to ensure that ALG is completed without any problem.
Yesterday, the CS surprised the local citizen of Siiro village, when he visited a homestay run by one of the villagers. Appreciating the villager for taking such initiative, he urged them to continue to be tourist friendly so that more people visit Ziro valley in the near future.

ITANAGAR, May 04: Far from the maddening crowd and to the joy of the people of pristine Ziro valley, Chief Secretary Ramesh Negi trekked the famous Birri to Pyali track for nearly two hours today.
Despite bad weather and leeches around, Negi amazed the locals with his enthusiasm. He termed the rich forest, flora and fauna as our wealth and exhorted for their protection.
“Ziro being selected as a world heritage site is a rich tribute to the wisdom of our ancestors and it becomes our primary duty to preserve the rich culture and heritage left behind by them” he said.
En route, he visited VKV Ziro and St. Claret College.
At St. Claret College, he interacted with the students and the faculty members. He advised the students to develop reading habit and learn self discipline to achieve success in life.
“These three years are the most crucial years of your career life ahead. So have an aim and focus on it,” he added.
Students from various parts of the state studying in the college discussed about their aims and sought suggestions from the CS. Deputy Commissioner Krishna Mohan Uppu also spoke on the occasion.
“There is no substitute to hard work,” he said, and advised the students to have a clear vision of what they would like to do in future. He suggested for career guidance session for the students and emphasized on the need to improve communication skills of the students to crack reputed competitive examinations, like UPSC, APCS etc.

Fire destroys 9 houses at Pasighat
PASIGHAT, May 04: Nine houses were destroyed in a major fire that broke out at Forest colony here at around 2.30 am today. No casualty was reported in the accident.
The fire spread to other houses within no time due to subsequent bursting of two LPG cylinders.
Nothing could be saved as the residents were deep asleep when the fire broke out.
The fire was brought under control after hours of joint efforts from public and fire brigades from Pasighat and Jonai, Assam. The cause of the fire and properties lost are yet to be ascertained.
ADC Rajesh Panyang visited the fire site and took stock of the situation.
East Siang Deputy Commissioner Nidhi Shrivastava said that rampant encroachment of Govt. land and construction of illegal thatch houses are increasing the risk of fire accidents in the township. She appealed to all to refrain from constructing kutcha houses along with the Govt. houses. Administration is contemplating to initiate appropriate actions to check the menace.
Union Minister of State for Minority Affairs GoI, Ninong Ering also visited the fire victims and distributed some immediate relief. With inputs from DIPRO

Arrest accused at the earliest
Dear Editor,
Through your esteemed daily I would like to draw attention to an incident that took place on 14th April 2014 around 5:30 pm at Taloh Pharmacy, Pasighat in which Taying Taggu (Victim) was assaulted by Toni Meitei(Culprit) from a boulder weighing about 2 Kg. It caused serious head injury to the victim and currently he is undergoing medical treatment at Dibrugarh. According to the doctor’s report his condition is very critical.
Henceforth, after the occurrence of the incident' we on behalf of KEPANG WELFARE SOCIETY lodged an FIR at Pasighat police station giving a brief account of the event and asked for the immediate arrest of the culprit. But to our dismay instead of arresting the culprit, I was shocked to hear that culprit fled to Guwahati escaping from the clutches of Police. Since then three weeks have passed but still there is no information about the whereabouts of the culprit. In this context, KEPANG WELFARE SOCIETY even sent an statement copy to the Deputy Commissioner Pasighat, Superintendent of Police Pasighat, Chief Secretary and Director General Of Police seeking their intervention to bring a concrete solution.
I still have firm belief in our law as nobody is greater than law and in some way or the other way everybody is subjected to law irrespective of caste, religion, race, sex etc. Meanwhile, it is the prime duty of every citizen to abide by the law and if anyone curtail it then it is the duty of law protector to punish that person by any means. Lastly, I request concern authority to constitute a special investigation team for speedy deliverance of justice.

Through your esteemed daily I want to express gratitude to All Arunachal Contractors Welfare Association ( AACWA ) for protesting against the high amount being charged from vehicle owners for installation of High Security Registration plate (HSRP). May I know from the concerned department, is the High Security Registration Plate ( HSRP ) of Arunachal Pradesh imported from Jupitar ? If no, then why is the rate for said Registration plate is so high in comparison with other neighbouring states ? What percent goes to the state exchequer ? At last I would like to appeal all student's union, Associations and Oganisations to join hand together with AACWA.

Stray animal pose threat to motorists
Dear Editor,
Itanagar being capital city is the gateway to Arunachal. We need to keep our capital clean and citizens should obey traffic rules. A major threat to traffic on NH 52 is cattle’s like cow, goat, pigs & even street dogs. Major accidents can take place due to these castles as they roam around on highway. My request to the administration is please take some hard steps to keep these stray animals out of the highway.

Arunachal police need to act swiftly
The East Siang district police yesterday rescued a businessman abducted by NDFB (S)
militants from his farmhouse inside Daying Ering Wildlife sanctuary after a fierce
encounter with the rebel outfit near Bora Jaldobi village in Assam's Dhemaji district.
This news should is matter of serious concern for whole of Arunachal. It has always
been feared that underground outfit like NDFB and ULFA may spread its wing in Arunachal.
As per security agencies, NDFB(S) faction has been trying to exert their presence
in Assam-
They are believed to serve extortion notice to many Arunachal citizen living in boundary area. Most often matters are not reported to police and solved by victim in whatever possible way. It seems such action has encouraged underground groups. The kidnapping of businessman at East Siang district is glaring example of how these groups are beginning to treat Arunachal as their fiefdom. Arunachal Pradesh Police did excellent job by managing to free the abducated businessman. However they need to take this incident as wakeup call and take some important steps so that such incident is not repeated. Police should make their presence felt in boundary areas. They should improve human intelligence and get hard on these underground outfits. If timely action is not taken, they may spread their area of influence in whole of the Arunachal.
